WORK SESSION MEETING SUMMARY

APRIL 30, 2026

CALL TO ORDER: City Council Chairman Dennis Shoaf called the April 30th work session to order.  

 

REPORTS

​DDA: Monthly DDA report was read by DDA Director Marley Peals.

​COURT: Monthly Court report was read by City Manager Stephen Walker.

​POLICE: Monthly Police report was read by Chief of Police Randy Lacey.

​FIRE: Monthly report was read by Fire Chief Randy Lacey.

​FINANCIAL: Monthly report was read by City Manager Stephen Walker.

​BILLING ADJUSTMENTS: Monthly report was read by City Manager Stephen Walker.

 

 

COMMITTEE REPORTS

PUBLIC SAFETY: Baker Harbin stated that the public safety committee had nothing     new to report.

FINANCE: Dennis Shoaf stated that a budget calendar was being worked on for the Next Fiscal year.

WATER SEWER: Charles Jackson stated that the water sewer committee had nothing new to report.

OVERSIGHT: Joyce Mink spoke about the steps taken to update municode, no parking signs being added to Alabama St, and went over zoning updates for the City of Cave Spring.

 

 

POTENTIAL RENAMING OF STEWART CIRCLE DISCUSSION: The Cave Spring City Council voted unanimously to un-table discussion related to the ongoing project to rename Stewart Circle.

 

LMIG 2023 GRANT FUND: City Manager Stephen Walker stated that Floyd County Public Works would be helping the city complete their 2023 ND 2024 LMIG Project.

 

MANHOLE PROJECT: City Manager Stephen Walker stated that “metal plate ahead” signs had been added to all four roads leading to the intersection of Old Cedartown Rd and Georgia Ave. Mr. Walker stated that the city was in the process of completing the necessary permits to complete the road work.

 

WATER PROJECT / GEFA: City Manager Stephen Walker stated that GEFA drawdowns would be necessary within the next two months.

 

FENCING - CAVE & WATER TANK: The Cave Spring City Council discussed the need for fencing around the cave and water tank.

 

AFG (Assistant to Firefight Grant) UPDATE: Marley Peals stated that a request for an amendment to the AFG had been sent, due to increased pricing of air-packs by their manufacturer.

 

CUSTOMER REIMBURSEMENT FOR SEWER REPAIRS: Baker Harbin stated that a request for reimbursement for sewer repairs had been sent to the council by a member of the public.

 

TRUCK STOP / C-STORES ORDINANCE & MORATORIUM: The Cave Spring City Council discussed the truck stop moratorium that expires May 11, 2026.
